The order said Jammu, Udhampur, Kishtwar, Reasi, Samba and Kathua in Jammu and Anantnag division, Kulgam and Shopian in Kashmir are the districts that would be covered by the declaration.
Heavy rains accompanied by hailstorms hit large parts of Jammu Division on October 23, causing massive damage to standing crops, while orchards in southern Kashmir districts suffered immense losses in due to untimely snowfall.
